What Can I Do if I My Project Does Not Qualify for an MEP Grant or Subsidy?
Educational institutions may
create a
commercial account and purchase from MOSIS IC in any of the
offered technologies. Discount prices in the MEP-offered technologies
are available for projects and academic institutions that don't
qualify for MEP grants.
When Will A Project Not Qualify for an MEP Grant or Fabrication Subsidy?
The intent of the MOSIS Educational Program is to aid educational
institutions in the development of instructional and research programs
in integrated circuits within their engineering departments.
The MEP program was never intended to support a blanket program of
development in VLSI design spanning a number of years, as a supplement
to university or departmental funds, or as an adjunct to
project-specific grants from sources outside the university.
Not every proposal submitted receives an MEP grant or fabrication
subsidy. Designs are evaluated on their merit based on information
provided in the
research
proposal. Be sure to describe your project well enough so we can
judge it fairly. In addition, universities are annually¹ restricted to
the number and size of projects they can submit to the MEP Research
program.
In general, a proposal will be disqualified from MEP support if
any one of the following conditions are true:
The project receives partial funding or is sponsored by either a
private party or the government (also see
"Stipends, Fellowships,
and MEP");
The design requires one or several non-standard options;
It is designed by someone other than a student or faculty member of an
accredited university;
It makes use of a technology that is not supported under the MEP
Research program (see
"Processes
available for MEP Accounts")
The project is over the size limit for its technology;
The university has exceeded its annual¹ allotment. Please see

The above list touches the major criteria that would disqualify a
design from receiving MEP support, and is not meant to be an
exhaustive list of all cases under which MOSIS would not subsidize the
fabrication of a design submitted by a university through its MEP
Research account.
